Israel and its Arab neighbor states

When discussing issues of the Middle East, a common assumption is that the core of the ongoing conflict is related to friction between Israel and its Arab neighbor states. Normally, little attention is given to the multiple other conflicts, revolts and even wars that Israel is not a part of.

English Grammar Rules say that a noun has to be described by an adjective. In other words, adjective gives more information about noun while in the above text two nouns follow each other. As a result, isn't this a violation of English Structure?

Is it "neighbor states" that is bothering you?
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.

    NOT A TEACHER

This is not true as a general statement. You can use two nouns together to mean one thing. For example: horse race, tennis ball, life story etc. The first noun describes the second noun. The first noun is like an adjective.
