    those should be the best loved who

    This should be originally "those who have contributed...should be", why were "those" and "who" separated? Just because "who clause" is too long enough to make confusion with "should be"?
    It was my long-time assumption for other similar cases, but I'd like to check it out.

    The syntax could be altered without changing the meaning. This is a stylistic choice on the part of the writer.

    In this, the writer might be worried if the verb "should" is too far from "those who", causing confusion and that's why he placed "who have..." later to prevent misunderstanding. - this has been my idea. But as you said so, it's just a stylistic option. Right?
