    Default rundown, rent-controlled house?

    "The sun poured bright parallelograms of mote-swirling light through the venetian blinds of my rundown, rent-controlled house in Santa Monica."

    Wheat does "rundown" and "rent-controlled" mean here?

    rundown- poor condition
    rent-controlled- I'm not sure, but it could be that the landlord is not free to change the rent at will
