    1. As you know, Americans will vote for president next month.

    2. Some of the 50 American states let people vote before next month.

    3. Thus, the CNN headline probably means something like this:

    Here are the latest numbers of people who have already voted early:

    State A - 5,000 people have already voted.
    State B - 3,000 people have already voted.
    State C - 6,000 people have already voted.

    They also try to make news out of how many people registered with each party have voted early. Assuming that Republicans who vote early are going for Romney and Democrats are voting for Obama.
