    Is this correct?

Hello! Could you tell me this sentence is right or not? I am not sure I can put the words like if and whether all together in one sentence.

It is a controversial issue that if a child wants to do well in school, whether parents should limit the hours of watching TV programs or movies or not.

    ***** NOT A TEACHER *****

    Hello,

I think that you have written a very nice sentence. I understand the meaning completely.

I should, however, suggest just a few little changes. Maybe something like:

It is a controversial issue whether children will do better in school if their parents set limits to the viewing of television and movies.
