    Given the context, I would say it's more 'about' or 'regarding.' Personally, I hate using these fancy loanwords when other alternatives are available.

    It means "in view of", so "in relation to" is acceptable. It's true that "vis vis" would sound pretentious in speech, but it writing it's quite common.
