    managing up

    Does "managing up" in the following refer to "executives"?

    But as a boss, you can create less anxiety and better thinking among your staff by never inflicting your own negative emotions upon them. Instead, lead them through the steps above. It's the same among peers, or managing up. The right mind disciplines your emotions at work for everyone's benefit.

    It refers to peers, i.e. other managers. I don't know why he calls it "managing up."
