    They exited out of their dollar longs within an hour of the labor report's release.

    The ambulance arrived within minutes of the call being made.


    Do they mean : within an hour after, within minutes after?

    Yes, "within an hour of" means it happened less than an hour after the original event. Also, "within minutes of" means it happened only a few minutes after the previous event.
