Hi;
did they fail:tick: → “nor” is marginal coordinator→we have inversion

they failed:cross: → because of two reasons:1. lexical verb can never appear in the sructure of a “code” ,we need auxiliary.
2.after “nor” we have inversion

All the best,;-)

the correct answer is number 2 because when we use nor we should make inversion so the verb comes befor the subject.

is it a negative form of "so did they"?

Nor is a contraction of "and+not+either" think of it in these terms and the answer becomes obvious. You don't use a negative after it because then you would have double negation and it would be out of sync with the first phrase which is a negative sentence. In order to have appropriate parallelism we must choose the second answer as the first answer is incorrect as it does not have the necessary participle.

I think the third is correct.
They weren't successful, and nor did they fail.
But
They weren't successful, but nor didn't they fail.
