In MLA, how do I cite a specific page from a page range? For example, the page range of the article is 12-20, but the information I need is obtained from p.14.

Will this do?
Matthews, Clifford. “Louise.” Tales of the Sea . Ed. Mary Page, and Cathy Larson. Dublin: John O’Neill,1970. 12-20.

Or should it be...
Matthews, Clifford. “Louise.” Tales of the Sea . Ed. Mary Page, and Cathy Larson. Dublin: John O’Neill,1970. 12-20, 14.

Also, what if the author is unnamed but the document was published by a department of the government. Which format shall I follow: the No author given format, Institution as "author' format, or the Dept. of Gov't. format?
Ex.
a. Overseas Workers. Place of Publication: Government Department,1978. 127.
b. Government Department. Overseas Workers. Place of Publication Acronym of Government Dept.,1987. 127
c. Philippines, Republic of the. Overseas Workers. Place of Publication: Government Department,1978. 127.
