    broke/has broken down

    A:why did you come late?
    B:because my car (broke / ha broken ) down

    ... because my car has broken down.

    It happened in the past but it has consequences to the present (he come late).

    (This is about the present).

    Why were you late?
    Because my car broke down/had broken down.
    (This is about the past).

    With 'why did you come late?', I would be a lot more likely to use the past tense. However, you could argue for the present perfect on the grounds that the car is still broken, but the past sounds more natural to me.
