Question about Would (Have) thrown/threw

In the early days, compassionate engineers would sometimes have thrown coal overboard in poor neighboarhoods.

Could anyone help me explaining why it is incorrect to use such temporal conjugation?

As long as I know the form would+have is used on the 3rd hypothetical period, whereas in other cases it's just would+verb, even if it's something in the past.
Anyway, it's something on which I need to be enlightened as well.
