    Question prefent perfect and must form

    Hi there!
    I was writing a letter to my friend.
    Which one could be more appropriate for an informal letter?

    "I don't think it's possible compare Australian graduation to Italian one. I mean..Italian government must had worked really hard to make it so ugly! "

    "I don't think it's possible compare Australian graduation to Italian one. I mean..Italian government must had been working really hard to make it so ugly! "

    Now they are both appropriate if you mean a graduation ceremony.

    We never use 'must had' in any verb tense, and two dots are not used as any sort of punctuation.
