Do word "set" and "settle" can mean the same and replace word "establish" in phrase:
"establish rules and conditions"
I am asking because "set" and "settle" have so many meanings that different dictionaries don't give a clear clue regarding this issue.

Hello Pierce,

You can "set" rules and conditions or "establish" them, but not "settle" them. You can settle an argument. You can settle (live) in Seattle.

It's often easier to see full sentences.
