"a burnt-out fire" or "burnt-down fire" or "exhausted fire"

I'm confused! What is the correct adjective in this case "a burnt-out fire" or "burnt-down fire" or "exhausted fire" meaning that fire stops burning.

Either of the first two are possible, depending on the context. The third one is not natural English.
