We believe such discussions are counter-productive and reject them.

We believe such discussions are counter-productive and reject them.
    Is "counter" an adverb?
Why we need a hyphen here?

Thank you, CS, for your help. Wiktionary says that "counter-" is prefix. Check the below links, please.

    Thank you, CS and OD:
I have just searched counterproductive as you said and most of the results are spelled as one word.

The publication in your link is produced in Iran, anhnha. Most translators or proofreaders of the English-language version would write it as one word. As the meaning is crystal clear, it's not worth arguing about.

And no—'counter' is not an adverb. It's a prefix meaning 'opposing' or 'against'.
