The publication in your link is produced in Iran, anhnha. Most translators or proofreaders of the English-language version would write it as one word. As the meaning is crystal clear, it's not worth arguing about.

And no—'counter' is not an adverb. It's a prefix meaning 'opposing' or 'against'.
