    turning to disposable medical equipment

    Does this "turn to" refer to "depend on" or "switch over to"?

    I interpret this as meaning "switch over to". Previously they had equipment that would be cleaned and reused, now they are using disposable equipment.

    I agree that "switch over to" is is by far the more likely interpretation. "Depend on" makes sense but is not the meaning I would take if I saw your headline.
