What's the opposite of "smoke-free" as an adjective llike this? "Smoke-permitted"? Not "smoking area" or "non-smoking area"

In that context there isn't an adjective that means the opposite of "smoke-free".

In the days when trains and hotels were able to offer a choice, they were described as smoking or non-smoking* compartments and rooms.

* or 'no smoking'

This is a little bit different question. The reason why "are to become" instead of "were to become" was used in this reported speech is because the action is still going on even now, not finalized. Isn't it? Is there any other reason than that?
