    Default in these five countries

    Can one say:

    a. That was the most expensive city in those five states.
    b. That is the most expensive city in any of those five states.
    c. That is the most expensive city in all of those five states.

    I have been to five states and that city is the most expensive city in those five states.

    The city is only in one of the states. It is not on a frontier or anything.
