    Default present or past tense

I saw this sentence in an article.

"He said until the source of the fire is located, the building would remain closed to the public."

I don't understand why "is located" when all the tenses are in the past. Can one say"He said until the source of the is located, the building will remain closed to the public."

I don't understand why it's "is located" when all the other tenses are in the past. Can one say, "He said until the source of the fire is located, the building will remain closed to the public"?
Yes, though it's clearer if we have 'that' after 'said'.

You can also use 'was' in place of 'is' in the original sentence, which is unnatural as it stands.
