Is this a common saying or idiom? This was in a writing where a mother regretted not telling his father she loved him before his death.

It's not an idiom. It's a statement. It is more important to say something before a person dies than to say it after the death. It is understandable, but not a common saying.

:up: It's a more specific way of saying 'Prevention is better than cure' (or 'An ounce of <something> is worth a pound of <something-else-I-forget-what> - which are often-used sayings; (some might think too often - you should avoid clichés like the plague. :))
