This kind of "I'd like" sometimes, no, almost always, sounds like "I like" with "d" omitted. Is it true? If so, how can you tell it from "I like him"? Just by context?

li26)...but we changed it to an hour earlier. I'd like him to call me back when he comes home...

I'd accept the 'sometimes. not the 'always'.
If so, how can you tell it from "I like him"? Just by context?
If context doesn't make it clear, then the difference is probably not very important.
