    Default random selecting numbers event or contest

    It is an event or a contest, a company like a bank holds to choose lucky numbers who win prizes.
    I would say 'prize winning ceremony' or 'random selection' to convey my idea.

    It sounds like a raffle to me.

    The ceremony is usually called "the draw". It used to be done by drawing (selecting) a number (a piece of paper with a number on it) out of a hat. The Lotto draw is often done by having balls fall into a slot. Most draws would now be done electronically.
    If you want to include the awarding of the prize as part of the ceremony, it would be a draw and presentation.

    A raffle is an informal lottery, too small to attract the attention of government.

    No wonder I'd never heard of it. The idea of a bank ever randomly just giving money to people is completely alien to me. British banks are too busy losing our money on dodgy stock market deals! I'm lucky if my bank even gives me my own money, let alone a freebie.
