"I heard that the pope was/is going to resign." Generally, you can say either in this case. I prefer 'was'.
"I heard that the minister did not go to the interview."

I've included 'that' to avoid readers hearing "I heard the pope; I heard the minister"

    Thanks for the reply
What is a reader hearing? I have seen this “that” in many places such as with confirm that, heard that, commented that, and told me that etc. Is there any grammar rule for this? Where else should “THE” needs to be used?
In the above example, if the sentences was as follows what would be in report speech?
    The minister is eating.
So in report speech it should be “I was told that the minister was eating” - is the this correct?
Using word HEARD make any different to the above sentence? For example, can I say “I heard that the minister was eating?” Is this correct? Should it be “the minister is eating"?

    Thanks

It's not primarily a question of reported speech. My point was about when not to leave out 'that' - ie. when there is a potential for the following clause to be interpreted as the direct object of the verb.
"I was told the minister ..." doesn't suffer from the possible temporary misunderstanding that "I heard the minister ..." does. Yes, the word "heard" is what makes the difference. It's not a rule of grammar, simply a way of making your sentences clearer. I'm suggesting that you shouldn't leave out "that" if it leads to an initial misinterpretation.
You can hear a minister, so the latter could be initially misinterpreted. But you can't be told a minister.
    Consider the following:
"Last night I saw the concert with Lady Gaga and Madonna was cancelled." You didn't see the concert; you saw that it was cancelled. So, you put 'that' in after 'saw'.
"The doctor felt the lady's breasts and chest area needed X-raying." Use 'that'.

Thanks for the reply.. Since I am a bit weak in English, Could you please explain it more?

My first question was when/where word " That" needs to be used?

My second question was about reported speech. Let's a another example.

"Saman is a teacher" Can I write this sentence in the following ways as a reported speech.

    1. Saman told me that he was a techer. -- Is this correct ?

    2. I have been told that Saman is a techer. Is this correct ?

    3. I heard that Saman was a techer.Is this correct ?

    4. Saman commented that he was a teacher. Is this correct ?
5.Saman said he was a techer. Is this correct ?

    Appriciate your help.

Yes, they're all correct. It's not an important point about reported speech. If you don't understand the point I'm making, you could easily ignore it.
