Which preposition should I use:

1. My English is now better. I can speak with other people form England on a chat.
1. My English is now better. I can speak with other people form England in a chat.

Is "now" in a correct place?
Can I say:
My English now is better.

No. You should say "My English is better now".

I'm not sure whether by "chat" you mean an internet chat-line. If so, you would use "on". If you mean simply to talk casually face-to-face, then you should say something like "I can now chat with people from England", or "Now I can chat with British people".
