Default restoration activities can be accomplished - meaning

    It's me again!

I wonder what the author means by "restoration activities can be accomplished". Today I consulted our HES Surveyor about the phrase "restoration activities can be accomplished
" and he suggested using preventative activities instead of restoration activities. The whole sentence reads as follows:

Risk level 3 (marginal) – Could result in injury or occupational illness resulting in one or more lost work days(s), loss exceeding PLN 10K but less than PLN 200K, or mitigatible environmental damage without violation of law or regulation where restoration activities can be accomplished.

The sentence is taken from the procedure for HANDLING OF NEAR-MISSES AND INCIDENTS.

What do you think. Thank you.

As an NES but not a teacher:
Yes. "Preventive/preventative", "counteractive" or even "proactive" would work for me.
