Question the decisions to make or to be made?

"We are discussing our problem now and wonder whether people will be happy with the decisions __________"

    A. to make B. to be made

Which one is right and why?

    Thanks!

B is the only one that makes sense.

Is it because "the decisions" are not made by "people" that "to be made" instead of "to make" is used to modify "the decisions"?

However, if "the decisions" are made by "people", then "to make" should be used here, isn't it?

    No, that's not right.

Re: the decisions to make or to be made?

No. Decisions are made. They don't make.

... we wonder if the people will be happy with the decisions we have to make.
... we wonder if the people will be happy with the decisions [which have] to be made.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

But we usually say "we have decisions to make" instead of "we have decisions to be made", unless the "desicions" are not made by "we", is it right?

Re: the decisions to make or to be made?

That's the difference between the active and the passive.

    'We have decisions to make.'

    'Decisions have to be made.'
