    "We are discussing our problem now and wonder whether people will be happy with the decisions __________"

    A. to make B. to be made

    Which one is right and why?

    Is it because "the decisions" are not made by "people" that "to be made" instead of "to make" is used to modify "the decisions"?

    However, if "the decisions" are made by "people", then "to make" should be used here, isn't it?

    No. Decisions are made. They don't make.

    ... we wonder if the people will be happy with the decisions we have to make.
    ... we wonder if the people will be happy with the decisions [which have] to be made.
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.

    But we usually say "we have decisions to make" instead of "we have decisions to be made", unless the "desicions" are not made by "we", is it right?
