    The cost of tuition at St. John's College is higher than Harvard (or "Harvard's?).

    It would be more natural as: The cost of tuition at St. John's College is higher than (it is) at Harvard.

    Can I just check that you are aware that "St John's College" is the name of the college - the apostrophe has nothing to do with the tuition fees of the college?

    If you wanted to use possessive apostrophes, you would have to write something like:

    St John's College's tuition fees are higher than Harvard's.
