Does the sentence mean "X therapy, in addition to that it (the X therapy) can induce the development of more resistant strains of A and B, it (the X therapy) can cause serious adverse events, which should be considered"?

The sentence is:

It has to be considered that serious adverse events can occur with X therapy, in addition to the development of more resistant strains of A and B.

Although patched up, this version is still inferior to the original. It is longer and more cumbersome.
