If I want to give up my seat for the needy on the train, is it natural to say “You can have my seat.”? Is it odd to say “I give up my seat to you”?

Yes, it's odd. Your original is better. Or simply "Please, sit down" as you rise up.

I simply indicate with a gesture and facial expression that I am offering my seat. If they are standing with their back to me, I just say, "There's a seat here".
