    Do you mean something like the location of a store in a shopping mall? Or the attainment level of a student?

    As an American, I'd say it's "on" the third level.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
