    Hindu Terrorism makes way to internationally.

    It was a tweet! It is in the context of recent blast in Boston and mistaken Hindu suspect!

    My doubt is, Is it grammatically correct? Can an adverb come after "to"?

    It is not acceptable English as it stands. Does anything follow? is the full stop (period) a typo?

    Among Indian Twitter users, the news raised the spectre of Hindu terror. A New Delhi-based user tweeted: "Hindu terrorism makes way to internationally."

    No, the original sentence stands as I have written. In twitter, people do use chat language(due to words limit) but it appeared to me to be grammatically incorrect and you confirmed it.
