Funk | Define Funk at Dictionary.com

See definition 2, "a dejected mood."

But as it's so badly written (why 'befuddlement? Who passed the resolution (or perhaps because it was in Delhi there's an implication that it was the Indian Government...?)? What does 'its' refer to?) it's only possible to discern the meaning if you know the background thoroughly. Without that knowledge, I'd expect definition 1 to be applicable.

Phoenix, instead of sending your thanks in a separate message, just click the Like button, please. The reason is that it is flagged as a new post, so we think you might have a follow-up question or something to add. Those of us with slow connections and/or old computers have to waste valuable time waiting for it to appear.

    Thank you.
