    Understood to meeting

    "Elephant poaching is on the increase and given the fact that Central African Republic for the moment is also in dire straits we are fearing for the worst in terms of people trying to look seriously for ivory," said Bas Huijbregts, head of policy for WWF's campaign against poaching in Central Africa.
    "Given the total absence of any type of law enforcement and rule of law in the area, there is elephant meat all over the place," he told the Associated Press.
    Representatives from the region's governments are understood to meeting next week to discuss the proposals.

    Is the last sentence of the above correct?

    Representatives from the region's governments have agreed to meet next week ... This is correct.

    What is understood to meeting next week .... ?
    We understood something is correct.

    It's an error. I'm not sure what the intended meaning is.

    It is understood that representatives will be / are meeting next week.

    This is journalese for I understand that / it is reported that/ there are rumours that / I heard that

    Yes, understood to be meeting or will be meeting look fine. Even 'are meeting' is fine too.

    "They will be meeting" and "They are meeting" do not have the same meaning as "They are understood to be meeting".
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
