    Question constitute

    Dear teachers

    Am I right with the following interpretation

    This constitutes a promising solution to drinking problems and other kinds of addictions.

    constitutes could be replaced with the following:

    • can be considered
    • is
    • comes in as


    I am not quite sure about come in. I thought I could simplify the sentence, making it easy to understand by avoiding the use of sophisticated words.

    They are all acceptable, although "come in as" is very rarely heard in the Great White North. I suspect it is BrE.

    Lacking context, I think constitutes is best.

    No – it's very rarely heard in BrE, too.

    No it's very rarely heard in BrE, too.
