    Which one is grammatical?

    If you changed on to in both would be grammatically correct.

    1 may be a slightly stronger statement than 2, but they are very close in meaning.

    I'm not particularly enamored with "to achieve this excellence."
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
