    What is "run up on the heels"?

    It means Big Brown was gaining on the other horse and got so close that the hind hooves of the leader and eventual winner Da' Tara were nearly hitting him.

    So, "run up on someone's heel" could be written as "run up onto someone's heel" in the same sense as "run up a hill"?
