    I want to use these in a column in a table.
    - 0/10 students
    - 1/10 students
    Should the "student" be plural (is "s" necessary) when the numerator is 0 or 1?

    Of course, since the denominator is plural irrespective of the numerator!

    Yes, the noun does not refer to the first number but to the second so it needs to be plural.

    1/10 students = One [student] out of every ten students.
    0/10 = No student out of every ten students.
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
