I have a question.

What is the difference between the following two phrases?

1) By making it easier for the poor in Africa to get clean water...

2) By making it easier for the poor to get clean water in Africa...

I'm so confused... Help me.

The writer wants to make obtaining water easier for poor people who live in Africa.

2) By making it easier for the poor to get clean water in Africa...

The writer intended to convey the same message. However, this message could be understood as the writer wanting to make obtaining water in Africa easier for poor people who live anywhere in the world.

This is so ridiculous an idea that most native speakers would understand the intended message.

Plus, does the following phrase have the same meaning as the two?
