What is the difference in the meaning of the above sentences ? Is there any need of repeating "have" ?

"Cases of the disease have been detected in Saudi Arabia and Jordan, and it [the disease] has spread to ..."
The cases in Saudi and Jordan have not spread elsewhere; the disease has.
No, you couldn't leave out the second 'have' even in a good sentence.
