    Which rephrased sentence written below is correct and mean exactly like above sentence?

    1. is not possible. Have you tried it?
    Maybe 'Health Ministry' should be capitalised. I'd consider, "... said, and they added that ...

    All three sentences have the same meaning. The second sentence could use a comma before "while".
