Since we discuss a present situation, we should use at this time instead of at that time, shouldn’t we?

Good observation/question. Given the context posted and, in particular, the phrase "I am talking on the phone....." is really in reference to a past action. Use of the present continuous form (and simple present), commonly used to express actions at the moment of speaking, can be/is used in combination with past actions as is the inference in the original example. Another example, "I'm standing at the bus stop yesterday when this guy comes up to me and asks me for a quarter for a cup of coffee". "I say, 'if you can find coffee for a quarter, I am going with you."
