    The incident happened in the hotel. Why did the writer use 'at'? Thanks.

    "In" is really specific about the indoor location. In the sentence with "at" , the writer wants you to concentrate on the other details instead of really focusing on specific locations like in a crime scene reconstruction.

    "In" would be more specific that it happened inside the hotel, but there is nothing wrong with "at."
