    Default Trial Purchase Test

In Japan, governmental agencies sometimes conduct trial purchase tests. They buy and test some products to check if they are working okay and lawful.
My question is whether "trial purchase test" makes sense.

It's tautologous. "Trial" and "test" mean almost the same thing. I would say they made a "test purchase" or a "trial purchase". Any of the phrases would be ambiguous without further context as it's impossible to tell if they are simply testing the purchasing procedures or the actual product.
