to accept responsibility and initiate action

1.Who is the subject for " to accept responsibility and initiate action"? those people or we?
2.Does "pass you by" mean "affect or influence you"?

33)The world is filled with two sorts of people: those who do things and those who are quick to offer excuses for why they didnít get anything done. We naturally admire those men and women ②who actions make a difference, those we know we can depend on to accept responsibility and initiate action. Taking responsibility for yourself involves ③taking yourself seriously. It is a cornerstone to good mental health and an indispensable element in making things happen. We see this quality in those who do things successfully. Suppose you realized that technology had passed you by and that your computer skills needed a boost. A healthy person faces reality honestly and takes action.

Re: to accept responsibility and initiate action

If technology "passed you by", then you missed it completely. All the technology happened without you noticing or being aware of it, or certainly without you taking an active role in learning how to use it. Suddenly, everyone else in the world knows how to use a computer or a smartphone but you have absolutely no idea at all!

Thanks a lot! What about question 1? It's more urgent and important for me.

It should be "whose" and it refers to "those men and women".
