'it doesn't seem' or 'it doesn't seems' ?

Dear Teachers, which sentence below is correct:

a. It does not seem like a good use of public money if the people do not actually get any better.
b. It does not seemS like a good ...

my understanding is 'does' is 'do'+'es', so following verb 'seem' doesn't have to be append 's' suffix, but I am not sure if it is the cause.

With does, you use the bare form of the verb - It does not seem...
Please remember that capital letters are an important part of proper English.
