[General] drunken vs drunk before people

Hi,
First, is it natural to say "drunk people" or "drunken" people? Or both works?
Second, I read a sentence not understandable for me on a dictionary website. Here is its explanation.

as an adjective, drunken can only precede the noun, while drunk follows a verb
What does those words in italic type mean? Could you give examples?

I would say drunk people. I would use drunken before a noun like nights.
