    Default to be strictly punished

Can you say: This person has to be strictly punished. I'm not sure whether 'punish' and 'strictly' go together.

The immediate collocation that comes to mind with "punish" is "severely". I believe, however, that "strictly" could also be used in this case, meaning that the punishment be determined following a narrow (strict) interpretation of the law/rules the person broke.
Please be aware that I'm neither a native English speaker nor a teacher.

It's better to me if the adverb follows the verb in this case. Punished severely.

    I prefer '...severely punished'.

    Make your own choice, Roadster.
