    The definite article

    Using The, before present participle as: the targeted 5.2 per cent.
    And I also wanted to know about the book regarding articles in English language (Grammar)

    I am not certain what you asking. There a dozens of web sites on the Internet that deal with article usage.

    Also, "targeted" is the past participle of target, not the present participle (which is targeting).
